NOAAH MasterCard Debit Card Program
NOAAH is proud to announce the immediate availability of the "NOAAH MasterCard Debit Card Program" for NOAAH supporters and member Public Housing Authorities. This unique program is administered by First View LLC, a NOAAH service partner, for the sole purpose of allowing PHAs to save money and provides the opportunity to reallocate funds for resident programs. NOAAH conservatively estimates that PHAs who implement the Debit Card Program could save a minimum of $50,000 annually.
The NOAAH MasterCard Debit Card is the preferred vehicle for PHAs to process payments electronically for a variety of expenses, such as HCVP landlord payments and tenant utility payments. The Debit Card streamlines the PHA's payment process, facilitating increases in the speed of payments, reduces transaction costs, tracks expenses, redirects staff in Accounts Payable functions, and improves levels of service by supporting resident financial literacy programs.
The NOAAH MasterCard Debit Card Program targets 5 specific areas to deliver savings for PHAS and Residents:
- Landlord Payments - electronic payment of landlord rent payments
- Tenant Utility Payments/Vouchers - electronic payment of tenant allowances
- PHA Summer Youth Payroll - electronic payment of earned income for Summer Youth
- PHA Employee Payroll - electronic payment of earned income for unbanked employees
- Unbanked Resident Payroll - electronic payment of direct deposit, government benefits, and cash income
In association with First View, NOAAH's Fair Housing Task Force will encourage PHAs and residents of public and affordable housing to adopt the NOAAH MasterCard Debit Card Program to improve their "financial health" - by eliminating administrative operating costs and by enabling personal financial transactions and strike a blow against unfair predatory banking practices.

The NOAAH MasterCard Debit card is also available for individual NOAAH members to own and use for any debit card appropriate financial transactions.
